Come On, America, Do the Right Thing!

In my previous contribution last September entitled "After the Victory in the Anti-Terrorist Campaign," I stressed that the United States needed to address the "root causes" feeding terrorism if such detestable acts as the attacks on the World Trade Center are to be forestalled. I proposed that a certain world mechanism be established within the framework of the United Nations to neutralize dangerous flash points of the world in a peaceful manner. As examples of such regions I cited Palestine, Kashmir and Kurdistan. I hoped that after the victory in the anti-terrorist campaign the United States would take the initiative towards the creation of a new world mechanism for peaceful resolution of dangerous regional conflicts, just as it did after the scourge of World War II by pursuing the lofty cause of free trade under the GATT and IMF. It is disappointing that no serious efforts in this direction have been initiated by America, the only super-power in the present times.
Rather, what we are witnessing in the Middle East today is really horrific. The peace process based on the Oslo Accords has been totally reversed by Prime Minister Sharon of Israel, and the United States is seen condoning large-scale organized violence in Gaza and the West Bank. It is outrageous for Israel to behave the way it has been doing in Palestine in recent weeks. It is impossible for sane eyes to regard the present military attacks by Israeli regular armed forces in occupied Palestine as part of acts intended to suppress the Al Qaida terrorist network in the world.
Israel is quite clearly taking advantage of American tolerance to pursue Prime Minster Sharon's life-long aspiration to destroy Chairman Arafat of the Palestine Liberation Organization (PLO). If the United States continues to follow the policy of benign neglect in the Middle East, I am afraid the whole world would come to see the United States as quite a different nation from the one which stood up against the Israeli-Anglo-French attack on Egypt in 1957 and against then Israeli Defense Minister Sharon in saving the PLO from the lethal siege in Beirut in 1982, following the ghastly massacres in the Sabra and Shatila refugee camps.
Come on, America. Why are you hesitating to continue your honorable tradition of standing on the side of the right and just this time round? If President Bush Jr. harbors any personal grudge against Chairman Arafat which is clouding his judgment, or if the President is minding the Jewish votes in the forthcoming mid-term elections, he will be remembered by history as a president who not only failed to uphold the American tradition but who also missed the God-sent opportunity to make the world one step closer to a safer place.
Time is fast running out in the Middle East. I would like to see President Bush behave like a good and reasonable American President. His failure to do so might eventually undo the seeming military victory in Afghanistan so far achieved and could snuff out the candle of Middle East peace. Come on, America, do the right thing!

アメリカは中東和平のために行動せよ

「反テロ作戦の成功の後に来ること」と題する昨年９月の拙稿のなかで、私はニューヨークの世界貿易センタービルへの攻撃のような憎むべきテロ行為の再発を防止しようと思うならば、米国はテロを生む「根本原因」の解決に取り組む必要があることを強調した。私はまた危機の発火点となる世界の重要な問題の平和的解決のために国連の枠内で何らかのメカニズムを創設するべきであると提案した。私はそのような発火点としてパレスティナ、カシミール、クルディスタンを挙げた。そして私は反テロ作戦が成功した暁には、米国は、第二世界大戦後ガットとIMFの元で自由貿易を実現するという高邁な目的を追及したごとく、危険な地域問題解決のための新しい世界的な仕組みを模索するイニシァティブをとることを希望した。現在世界の唯一の超大国であるアメリカからこのような方向に向けての何らの真剣な努力も始められなかったことに私はいたく失望した。
今日中東で起きていることは誠に恐ろしいことである。シャロン・イスラエル首相によってオスロ合意に基づく平和のプロセスは完全にご破算にさせられた。のみならず米国はガザと西岸において展開している大規模な組織的な暴力活動を容認しているように見られる。過去数週間パレスティナの地においてイスラエルが行ってきたことは明白に許すべからざることである。正気のものにはパレスティナ占領地においてイスラエルの正規軍が行っている軍事行動を、世界に存在するアルカイダのテロ・ネットワークを壊滅させる行動の一部であると見なすことは不可能である。
イスラエルはアラファト議長を打倒したいとするシャロン首相の生涯の目標を実現するために、明らかに米国の寛容さを利用している。若し米国が中東においてこのような知らん顔の政策を取り続けるならば、私は全世界がいずれは、今の米国は、１９５７年の英仏イスラエル三国のエジプト攻撃に反対して立ち上がり、また１９８２年にサブラとシャティラの難民キャンプにおけるあの悲惨な虐殺に引き続き、当時のシャロン国防相によりベイルートに袋のネズミと追い込まれその生存すらが危殆に瀕したパレスティナ解放機構（PLO）を救い出した国とは全く異なる国に変貌してしまったと見るようになると思う。
アメリカはどうなってしまったのか。何故今回は正義と公正の側に立とうとする過去の名誉ある伝統を続けることを躊躇するのだろうか？もしブッシュ大統領がアラファト議長に個人的な怨恨を持ち、それが彼の目を曇らしているのだったら、または来るべき中間選挙に置けるユダヤ票の行方を心配しているのだとしたら、ブッシュ大統領は、アメリカの伝統を高く掲げることに失敗し、世界を一歩でも安全なところにする天与の機会をミスした大統領として歴史にその名が刻まれることになろう。
もう中東では時間が無くなっている。私はブッシュ大統領が、合理的で良き米国大統領として行動するのを見たい。彼がそうすることに失敗すれば、最終的にはこれまで達成したアフガニスタンにおけるテロに対する軍事的な勝利もふいになり、中東から光が失われることとなろう。立ち上がれ、アメリカ。
