My Peace Proposal for Palestine

The "Palestinian Peace Initiative" proposed by His Highness Crown Prince Abdullah Bin Abdul Aziz of Saudi Arabia may prove to be the Guardian God of the Times. I must stop short of saying with conviction that this would come to pass, because while Chairman Yasser Arafat of the Palestine Liberation Organization (PLO) has expressed his acceptance of the proposal, the other party – Prime Minister Ariel Sharon of Israel – has refused to do so.
Not much is new about the Abdullah Proposal. Drawing from United Nations Security Council Resolution 242, which put an end to the Third Middle East War – better known as the "Six Day War" – in 1967, the proposal calls on Israeli armed forces to withdraw to boundaries before the war and for Arab nations to guarantee Israel's safety. One new element is that it recognizes the right of Palestinian refugees to return home. On March 27, the Arab Summit meeting held in Beirut declared the "Abdullah Proposal" the common will of the Arab world.
Nevertheless, the situation in Palestine remains critical and on the verge of collapse. Is there anything Japan can do to break the impasse and realize the Abdullah Proposal? It is worth venturing Japan's own peace process, even though it may fall short being the best solution. Let us give the idea thought before deciding that it is impossible for Japan to achieve something even the United States, a superpower, has failed.
This my proposal: organize a "Japanese Peace Delegation for Palestine" and request with utmost respect that Mrs. Ogata Sadako, former United Nations High Commissioner for Refugees, take on the role of Chief Delegate. She successfully chaired the recent International Conference on Reconstruction Assistance to Afghanistan, and nobody else understands the tragic plight of Palestinian refugees or has the trust of the Palestinian people than Mrs. Ogata, who has paid numerous visits to the refugee camps.
Next, my choice for Deputy Representative would be Mrs. Sugihara Sachiko, the widow of Sugihara Chiune, the Japanese Consul in Lithuania during World War II who saved the lives of at least 2,139 Jewish refugees on the record and possibly between 6,000 and 8,000 in total, including their families. She is the most well-known Japanese among Jewish people around the world. While fully aware of her high age, I nevertheless hope that Mrs. Sugihara, who helped her husband save the Jewish people 60 years' ago, would help us save the Palestinian people this time around. The people of Israel will no doubt lend a serious ear to her voice. And as a second Deputy Representative, I would recommend master painter Hirayama Ikuo, who enjoys widespread acclaim among both the Israeli and Arab peoples for his works of art. In other words, this will be a peace delegation without the participation of politicians.
Rebuilding the Palestinian nation destroyed in the Israeli attacks and absorbing the refugees would require not only government aid but private funding as well. I therefore request the head of the Toyota Motor Group and the Chief Executive Officer of Sony Corp. – the two most popular companies in the Middle East with the biggest share of their respective markets - to participate as Advisors. Such a lineup of members would win the understanding of the Arab nations as well as Israel, and gain the support of both the United States and the European Union. And if the delegation should succeed in realizing the "Abdullah Proposal" and reconstructing the path to peace in Palestine, it would also raise Japan's profile in the Middle East region.

サウジアラビア皇太子アブダッラー殿下の「パレスチナ和平案」は“時の氏神”になるかもしれない。「かもしれない」に止まって、「なる」と断言できないのは一方のPLO（パレスチナ解放機構）のアラファト議長が「受諾」を表明しているのに、片方のイスラエル・シャロン首相が「拒否」しているからである。
アブダッラー提案はことさら新しいものではない。1967年の第３次中東戦争（通称６日戦争）を終結に導いた国連安保理決議242号の①イスラエル軍は開戦以前の国境線まで撤退する、②アラブ諸国はイスラエルの安全を保障する、を引用したもので、新味といえば③パレスチナ難民の帰還を認めるという点だろう。02年3月27日、ベイルートで開催された「アラブ首脳会議」は、この「アブダッラー提案」をアラブの総意として世界に提示した。
それにもかかわらず、パレスチナの状況は危機的、かつ破滅寸前である。これを打開し、アブダッラー提案を実現するために日本としてなにかできることはないだろうか。それが最善でないにしても、日本独自の調停作業を試みる価値はあるだろう。超大国米国にできないものを、日本ができるはずがない、という前に考えてみよう。
私の案はこうだ。「日本パレスチナ調停団」を組織して、元国連難民高等弁務官緒方貞子さんに三顧の礼をもって「首席代表」をお願いする。さきのアフガニスタン復興会議では、緒方さんは議長役を見事にこなされたが、パレスチナ難民の悲惨な状況を最も良く知り、パレスチナ人の信頼を集めているのは、何度も難民キャンプ入りした緒方さんをおいて他にいない。
次に「副代表」だが、これには第2次世界大戦中、判明しているだけで2139人、家族を含めれば6000～8000人のユダヤ人を救った故杉原千畝リトアニア領事夫人の杉原幸子さん。世界のユダヤ人に最もよく知られた日本人である。ご高齢であることを百も承知で、60年前、杉原千畝氏と共にユダヤ人を救った幸子夫人に今度はパレスチナ人の救済をお願いしたい。イスラエル国民も杉原夫人の声には真剣に耳を貸すことだろう。「副代表」にはもう一人、美術を通じてイスラエルにもアラブにも知名度の高い平山郁夫画伯に就いていただく。つまり、この調停団は政治家抜きということである。
イスラエル軍の攻撃で破壊されたパレスチナ国土の復興や難民受け入れには政府援助だけでなく、民間資金も投入しなければなるまい。そこで「顧問」として中東では最も知名度が高く、最大の市場占有率を誇るトヨタ自動車グループの総帥とソニーのCEOにも参加をお願いする。この面々であればアラブ諸国もイスラエルも理解し、そして米国もEUも応援してくれるだろう。これによって「アブダッラー提案」が実を結び、パレスチナ和平への道筋が再建できれば中東における日本の存在感も高まるはずだ。
